Muck Man.
He's from an obscure 80's toy line called Monster Man by Woolworth, unearthed by Justin of the Weirdo Toys blog.
Actually, only the one on the right is Muck Man. The one that's colored like oatmeal is a photoshop job.
Justin of Weirdo Toys pulled an amazing elaborate April Fools Prank. One of the best I've seen in a long time. He 'shopped Muck Man to make him look like oatmeal and called him"Mush Man". Then he created a seemingly real post for his blog about Quakor, a Quaker Oats hero, who fights Mush Man. You got to see what he cooked up for Quakor. Genius.
He even went to the trouble of making fake graphics and ads for the action figures!
